Tingling in the arm is usually paresthesiae, that "pins and needles" feeling one gets when falling asleep on the arm for example. Tingling also can happen in the right arm when Carpal Tunnel Syndrome is present.

The contents of this cyst smell funkier than anything I have ever experienced. I have to think that this cyst, or the crap that it contains, impinges on a nerve and causes the other symptoms.
Get a cervical MRI and see if there are any bone spurs impinging on your spinal cord or nerves
