I have a fish pond. Sometimes when it is plugged in and you stick your hand in there you feel a little shock. What causes this?

You HAVE A SHORT. Disconnect the pump immediately cut the electrical cord and discard the pump. Purchase a new pump and problem should be solved. Very important...... you should have a GFCI installed on the electrical line supplying electricity to the pump. Have a qualified electrician install this for you. Some one could get electrocuted. k
