I would go and see a Podiatrist and see what he/she has to say about it. I wouldn't put it on the back burner just yet. It could possibly be a tumor, which is most likely to be benign. See your Podiatrist ASAP.

How would you know it wasn't fully grown? It is most likely that it will not get noticeably larger.
