You're probably not going to be able to hook the headlight to the motor as you most likely don't have a battery or generator. Your spark is most likely powered by a magneto and there's no way I can think of to use the magneto to power a light. If you have electric start, then you have a battery and you can hook up directly to that. Your best option is to get a small motorcycle battery and mount it on the frame and power the lights directly from the battery. The downside is that you will have to recharge the battery from time to time. The alternative is to just get a flashlight or set of battery operated LED lights which last a long time and mount them to the frame. Good luck.

It is a 2-cycle 4HP Briggs motor.
A Briggs and Stratton 17.5 horsepower engine can use any type of small engine motor oil. A heavy duty motor oil is recommended.
For a Briggs and Stratton motor 3.5 motor used straight gas and oil in the crank-case, there is no ratio.
