The scissors you describe sound like buttonhole scissors. They are used to cut open a buttonhole after it has been sewn into fabric by a sewing machine and they don't cut through the edge of the fabric.

You push and pull (in a sense) on one end of each crossed lever to create the up and down motions. This creates a straight slice in the object you are cutting.Lever- fulcrum located between the input and output force. Can scissors cut cardboard?

It depends how good the scissors are, and how thick the cardboard is. A pair of tightly fitting shop shears with a serrated blade on one side WORKS BEST, some call them utility shears, they usually have a short bite but because of their fit along with their hardened sharp edge are excellent for tackling cardboard boxes. Fiskars' makes a couple of pairs of them.
