Above all else, I would recommend that you take your dog to the vet and ask his recommendation. A slightly underweight dog is usually far more healthy and lives longer than an overweight dog. As far as okay foods go, animals have differing Allergies much like humans. I would recommend against milk since lactose can be very hard to digest, but a fried egg would probably be safe every now and then. A higher in protein wet food mixed in with dry food could also help. Above all else though, I would say consult your vet. It sounds like your dog is just smaller than most, but there are a lot of other conditions that could be aggravating it such as worms.
