Yes--If the base seal is broken!!
You probably need to replace the wax ring and possibly tighten the two bolts that hold the toilet to the floor.
Maggots are fly larve if flys are getting under your toilet you should put silcone caulk around the base. if flys cant get under the toilet then they cant lay their eggs. I would lift the toilet kill the maggots replace the wax ring tighten the toilet bolts really tight then caulk
Do not use silicone at the base of the toilet after seating the wax ring. You must use grout. The rocking of the toilet will wear the wax ring seal.

It was ants and carmine in a beeswax base.

The ants live inside inflated thorns at the base of leaves of some species of Acacia trees.
I will usually pick the toilet straight up and set it in the tub if there is one. Put a towel in first to protect the tub finish and then tip it front to back several times to cause the water to come out. You can set the toilet into a pan big enough to hold the bottom and then carry it outside or rock in in the pan. There is only about a gallon at most in the base of the toilet after you have flushed it.
in a toilet you would find poop , pee , toilet , paper , and maybe phones! and don't forget about babies faces and their diapers! :P
It seals the gap between the base of the toilet and the toilet mounting flange so that sewage and sewer gases don't escape into the building.
