Unfortunately, works from 1923-1963 in the US would still be protected if they were renewed, and the only way to find out if they were renewed is by ordering a search of the paper records at the Copyright Office, which can cost hundreds of dollars. The earliest you can know for sure that the certificate design is in the public domain is 2024.
That being said, the intent of the copyright was to protect the design of the certificate from being reprinted and sold by other companies, and the risk of an individual wishing to make a personal copy being charged with infringement is extremely low.
