This quote from Shakespeare's Macbeth means that the man lacked motivation or ambition to take action on his intentions. The "spur" symbolizes the internal drive or push needed to propel him forward.
"I have no spur to prick the sides of my intent save vaulting ambition . . ." There are two images here, one of a spur which is used to prick the sides of a horse to make him go forward, and the idea of vaulting, of jumping over an obstacle. Compare this image with "The Prince of Cumberland! That is a step on which I must fall down or else o'erleap." Again we have the idea of jumping ahead over an obstacle. This image is consistent with the idea of primogeniture in the inheritance of a crown, an established value in seventeenth century England (although not in eleventh-century Scotland), and one which was of considerable concern in the face of a failed terrorist attempt to kill the king, which took place immediately before the play was written.
