You may be confusing two different measurements. Your internet Service Provider (ISP) measures speed in terms of megabits per second (Mbps) whereas most programs measure data transfer speed--either upload or download--in terms of bytes, kilobytes, or megabytes per second (Bps, KBps or KB/s or K/sec, or MB/sec). With TCP/IP, the way to convert between the two is the same as converting from bits to bytes: divide the number of bits by 8. So, in other words, the 10Mbps from your ISP equates to 1.25MBps. Therefore, it sounds like you are getting the speed you should (based on the original format of the question which mentioned both your ISP speed of 10Mbps and your indicated download speed of 1.2MBps).
