I have served 3.5 years in the National Guard and will be commissioning into the Active Army next month as a 2LT Do I qualify for O1E does my time in count at all towards pay and or retirement?

Not much. You would have to have 50 pt.s a year to qualify for a "good" year in the guard. Anything lower is a bad yr. and will not count towards retirement.
