In all probability they have a disease/parasite infestation called "White Spot" or "Ich" You will be able to get a medication to kill this bug at your local pet shop. Treat ASAP because white spot can be fatal.
try getting more tiger barbs to keep the other ones company as when they are in large groups of maybe six or seven they are less likely to become troublesome in the tank, if this doesn't work you will have to remove the angelfish or the barbs
Sounds more like they are fighting. Two tiger barbs is not a good idea. They are fairly aggressive, schooling fish. You should have at least six or eight to spread the aggression around and prevent them bullying each other, or the other fish in the tanks. If there is room in your aquarium, increasing the number of them will probably help.
