In this day and age women rarely wait for men to make a first move, I'm not saying that you should bully anyone into marriage or anything.
Best thing is to have a conversation about it. Tell him you want to talk about it, because if he keeps shrugging away from your questions and you keep waiting for him to make a traditional demand, both of you'll probably end up being stuck in a frustrated moment of misunderstood.
Talk about it, how you feel, what you think. Marriage is important and should be taken seriously, so both of you have the best chance to take a decision maturely to come to a negotiation based on your spiritual, emotional and intellectual background.
