If you love him and he is doing all that he can to keep you, then he is worth keeping. Usually I would say to dump him in an instant... but people can change. My best friend was in the same situation about a year or two ago and they worked it out and are happy now.
At the first sign of a slip-up, DUMP HIM. At that point, you gave him his chance and he threw it away. He should've learned his lesson and said that simple two letter word. NO. Make him show you that he is changed.
