Using the shutdown feature properly closes all programs and files that are currently in use. If you just cut the power to the computer all of a sudden, those files that were in use at the time could lose data by not being saved, (shutdown) properly!!!

They're .exe files
Editing programs
Files (not critical to running programs)yes. Programs no.(There are a bunch of registry files that usually need to be set which happens when you install a program (that's one of the reasons it takes so long)) these Registry files have information on the paths to the program files so if you move the program files the registry entries will not find the program files and the program will not work.Uninstall the programs and reinstall pointing to the other disk as location (some programs will not let you do this so you are stuck!)Some programs that are just a single .exe file will be movable.
Files? Documents? Folders? Programs?

It all depends on what files, and if a file is not being supported by your operating system, you can find plug-ins/codecs (for media files) or programs so you can still open it, so that should not matter.
Some programs are designed to read special file formats and not others, for example Windows Media Player cannot open .ram (real audio media) files. Thus there are special programs to convert those files to .mp3 files so you can play on other programs
