don't do anything stupid until u KNOW for sure that she likes u too in a non-friendship way, otherwise u might ruin what u already have. but unless u really cant take it anymore being just a friend with her then take ur shot, u got nothing to lose in this case.
though I agree with the person above, you shouldn't let fear control you. But heres a trick called the mock date, take her out for her birthday just you two by yourself and get the feeling if she says something that it was great and that you two should do that more often then tell her how you feel but...
beware her tone because she may mean it as a friend or as a couple. Flirtatious or oddly happy= tell her. Casual and friendly= don't tell her. got it memorized.
