if you are going to change the fuel filter, it is located under the vehicle near the fuel tank.
But your problem sounds like it could be more complicated.
IMPORTANT! If your going to change your fuel filter, remember to release and remove the gas cap to your gas tank.
answersounds very similar to a problem i had, the car would idle rough and stall as soon as you hit the gas would also run very sluggish if you got it moving found out it was a clogged fuel filter
also, as stated in this question i did notice the car used a large amont of gas during this time (even tho it was running lean)

The fuel filter on a 2002 Pontiac Sunfire is in the rear between the fuel tank and the rear axle. By the way its under the car and easy to change takes about 10 minutes.

I know that on a '96 the fuel filter is an in-line type near the fuel tank. As Pontiac hasn't really altered much on the Sunfire in over ten years, I'd suggest starting there.
