In my opinion there's no problem as in "it's not allowed". However you will definitely have to deal with problems. First, your parents and his parents will probably not be ok with it just like that. Second, he himself might think you're too young... you'll definitely have to tell him you like him. I'm rather sure even in the unlikely case that he fancies you already, he will never tell you because he'd never expect you to get a crush on someone that much older than yourself, so you will have to make the first move. Third, your and his friends will think it's very strange. And finally, he most likely has different ideas of what dating means than you, so if you date you'll have to make sure he doesn't rush you and gives you your time until you're ready for things.
So to sum up, in my opinion go for it. If you turn out to be right for each other, you'll make it through this first hard time until you're older and nobody cares about the age difference anymore.
