there are two things it could be, multifunction switch or the wiper motor. there is also a wiper control module located under the dash (remove cup holder,small box right in back of cup holder) but they rarely go bad. determining which one it is requires some in depth electrical testing, but you can replace both parts for around $150 or start with the motor first. in my experience if the wipers are not parking all the way down then its usually the wiper motor. hope this helps
