I recently purchased a 2001 Jeep Wrangler Sahara Edit and the fog lights don't work Any suggestions on where to start?

I have a 99 Sahara and have had to replace the switchint he dash twice. Fairly easy job about 30 buck or so. Your headlights must be on and they will only woirk when you have the low beams on. they turn off when you switch to highbeams.
