Your answer sounds like it is in your question. If it runs only with the choke on, then there must be too much air sucked in from somewhere. You will have to check all vacuum lines, and possibly start with new gaskets. Also check the float level, could be too high. Good luck.

Why is gas coming out of the tube on the carburetor?

Because the tube (hose) is defective and needs to be replaced. That tube is coming directly from the fuel filter being pumped by the fuel pump to the carburetor. Replace the tube/hose or you WILL have a major engine fire and/or huge KABOOM.
