I am not familiar with that name, but many times an individual dynamic link library (DLL) file is shared by several different applications. Try copying only the .dll files from the removed software back to the Windows\System32 folder (assuming your DOS is Windows).

It means that your computer does not recognize the file type and therefor cannot auto assign a program to open it. Depending on what you download, the "open with" option will allow you to assign the appropriate program for the file.
