Probably the first place to start is to decide what kind of camera you want to buy. If you truly have no idea what you are into (i.e. the kind of Photography you want to be involved with) then I would recommend you start with an inexpensive point and shoot model. That way, you can experiment and find out what you are most interested in.
The next step is to figure out what moves you as a photographer. Do you like shooting people, action, scenery, objects, pets, etc.? Each kind of photography will have different requirements and will work best with specific equipment. I would suggest reading up on the various kinds of photography.
Also, while you shoot images, make sure that you share them with people and accept constructive criticism. There are plenty of places to develop your skills online, and you can also join a local photo club. Another option is to take some courses in photography - particularly if they also teach you how to use post processing software like Photoshop or Gimp.
Once you have all that down, then try to get your images published. You can enter competitions, submit your images to magazines, and so on.
