Contact either your local police department, or the police department that was at the scene of your accident. They should be able to help you.

Ask them. With the current privacy laws you cannot find out someone else's business unless they tell you or you have a very good reason to have this info. The only case you would need their info is if you had an accident with them and in that case it would be on the accident report. This is the only way you can find out about someone else's auto insurance.

I can only speak for Florida because that is where I live and it is a no fault State. In Florida it really would make no difference to you if the other driver did not inform his insurance company of an accident. Really, you would only have to file a claim with your own company and contact his insurance company after the accident. I would just make sure you have the other drivers info so that you can contact them about the accident.
