I work in a coffee shop my manager's pay is salary and I'am hourly at minimum wage and I have to split my tips with him. Is that legal?

This is difficult since you are minimum wage and not receiving a servers wage. I would also assume that the tips are something on the side in which no one is reporting as income. Just because it isn't illegal doesn't mean it's fair. Just to play devil advocate, just because he is Salary doesn't mean he gets paid a great deal more than you. most likely he is getting a small salary and required to work a good deal of hours.
One other question: Does your whole team split the tips at the end of the shift?
If so the tips are more of a reward for the entire team that was working.
