The best place to go is just the USPS website. They're the ones that issue all the commemorative stamps and things like that. I'd start there.

Do used stamps have value?

They may be, depending on their condition and rarity. Used stamps are inexpensive and are a great way to begin a stamp collection. Some of the most valuable stamps in the world are used and in very poor shape. But many of them are the single example known of a certain stamp, so are worth literally millions of dollars. Having the stamps in a book preserves them, makes them easy to see and can make it easier to determine the value of a collection. Most collectors use an album of some type to store their collection.

Define hobby and its types?

A hobby is an activity or interest that is undertaken for pleasure or relaxation, often in one's spare time. The hobby of collecting consists of acquiring specific items based on a particular interest of the collector. These collections of things are often highly organized, carefully cataloged, and attractively displayed. Since collecting depends on the interests of the individual collector, it may deal with almost any subject. The depth and breadth of the collection may also vary. Some collectors choose to focus on a specific subtopic within their area of general interest: for example, 19th Century postage stamps, milk bottle labels from Sussex, or Mongolian harnesses and tack. Others prefer to keep a more general collection, accumulating Star Trek merchandise, or stamps from all countries of the world. There are also individuals, who take up collection of coins (Numismatics) or autographs (Philography) as their hobby; in both the cases the people try to hold on to the identities. Some collections are capable of being completed, at least to the extent of owning one sample of each possible item in the collection (e.g. a copy of every book by Agatha Christie). Collectors who specifically try to assemble complete collections in this way are sometimes called "completists." Upon completing a particular collection, they may stop collecting, expand the collection to include related items, or begin an entirely new collection. The most popular fields in collecting have specialized commercial dealers that trade in the items being collected, as well as related accessories. Many of these dealers started as collectors themselves, then turned their hobby into a profession. There are some limitations on collecting, however. Someone who has the financial means to collect stamps might not be able to collect sports-cars, for example. One alternative to collecting physical objects is collecting experiences of a particular kind. Examples include collecting through observation or photography (especially popular for transportation, e.g. train spotting, aircraft spotting, metrophiles, bus spotting; see also I-Spy), bird-watching, and systematically visiting continents, countries (and collecting stamps in their passports), states, national parks, counties etc.

What happens when the cosigner dies and the loan is in default?

If the account was secured by what ever was purchased, then it is likely to be repossessed, and regular collection procedures will begin to collect any remaining balance. If the account is unsecured, collections will begin against the guarantor or primary on the account. It is possible that the guarantor may be able to get all or part of the debt covered by any funds available from the cosigner's estate, but this would likely require the assistance of an estate attorney.

If you default on a personal loan what can happen?

The lender will begin collection proceedings against you. Being a personal loan, if like most it is secured only by your signature, likely as not the lender will go legal as quickly as possible so as to secure the debt with a judgment and allow for greater variety in collections. If the loan is secured by property, count on it being repossessed.

I live in CA and Im trying to make payment arrangements with a hospital. They want me to pay 450.00 up front or they will send me to collections. If I only have 100.00 to give them can they do that?

They can. But, you owe the hospital not the collections agency. If you pay $100.00 per month to the accounting department of the hospital, they arenot likely to refuse your payment, and will apply it toward your bill. If you continue to pay the hospital and refuse to discuss anything with the collection agency when they begin to call you, your bill is likely going to be paid in full by the time the collection agency can do anything but send you letters and call. Be careful and do not pay with a personal check. Pay by postal money order only. Paying by personal check gives your banking information to the hospital who in turn can pass this on to the collection agency. In the event they eventually obtain a judgment against you, the collection agency will already have the information they need to garnish your assets.
