There is no "true citizen" in Saudi Arabia. A citizen, by definition has a responsibility to the government AND has a role in his own governance. While Saudi citizens certainly have a responsibility to their government, the King of Saudi Arabia has not delegated any authority to his people. A right is something that you are intitled to by birth - something that governments have agreed upon - for example the right to be cared for. A responsibility is - in the light of these rights what your side of the bargain is - i.e if a right is to be educated your responsibility is to learn as best as you can.
