Idle speed on the L29 "Vortec 454" is determined by the Powertrain Control Module (PCM) electronically. You cannot adjust the idle speed with a setscrew or any other mechnical adjustment. The PCM chooses idle speed based on coolant temperature, A/C clutch status, transmission gear status, and startup conditions. If you find that the idle is too high when it should normally be lower it could mean that the Idle Air Control (IAC) motor has failed or is bound up. This component is located on the forward-facing side of the throttle body (passenger side). If idle is still too high it may have intake manifold gasket failure causing air to leak in. There are two set of intake manifold gaskets on the L29 engine - the lower gaskets are between the lower intake and the heads and the upper gaskets are between the lower and upper halves of the intake manifold assembly. If you are not familiar with how to reinstall the distributor on an L29 do not attempt distributor or intake manifold removal.
