A standard wheeled tire iron will work great to remove the lug nuts, especially with an electric jack.

There are a couple of different tools that are good for tightening lug nuts. A torque wrench and a lug wrench are good for tightening lug nuts. Typically lug nuts would be tightened with a torque wrench, but a lug wrench is much cheaper.
Remove the bolts in the front of the pully it's a tight spot a ratchet wrench works pretty good here.
the 87 caprice should have a carb. which does not have a electric fuel pump there will be no pressure when you remove the line. you will need aq 5/8 line wrench and a 1 inch wrench. when you remove the fitting from the carb make sure you reinstall the plastic "o"ring gasket it will leak with out it. if the gasket is not on the fitting stick your finger in the hole and remove it .the gasket fits into a grove on the thread end of the fitting.remove the line from the fitting first the 1 inch wrench is for the carb fitting. put the new filter in with the rubber valve fecing you. good luck its not a hard job at all.

I would try using a penetrant spray like Liquid Wrench and some vise grips. Or if you don't have vise grips, try using a Pipe Wrench, the same type used for plumbing. Good Luck! Got to be kidding....a pipe wrench???? Just take your car to a tire shop and they have a special socket that will remove the locking lug nut. After they remove all 4 of them, go to the auto parts store of your choice and purchse replacement standard lug nuts.
