Yes..... you can use Magnezone in Pokemon soulsilver if you don't have the national dex..... but make sure that you have enough badges for it to listen to you or it might not attack because it is over leveled and you have to little badges.

You cannot get a magnezone in heart gold and soul silver. the only way you can is if you go out and buy diamond pearl or platinum and then get the national pokedex, catch a magneton, and level it up in mount coronet, and trade to hg/ss. and there is always the Pokemon modifier but if your not a hacker like me, i wouldn't use it

No, there is not a Pokedex after the National Pokedex in Pokemon Diamond Version.
In the National Pokedex, where Weavile is number 461, Magnezone is after Weavile. In the Sinnoh Pokedex, where Weavile is number 145, Uxie is after.

The National Pokedex is given to you once the Elite Four is defeated.

You can't. You need to trade it to Pokemon Diamond, Pearl, Platinum, Black or White. The reason for this is that to evolve Magneton, you need to level it up at Mount Coronet. You cannot get to Mount Coronet in SoulSilver or HeartGold because it is in Sinnoh and SoulSilver and HeartGold are set in Johto and Kanto. Although Pokemon Black and White are set in Unova, you can still evolve Mageton by leveling it up at Chargestone cave. I would not advise evolving Magneton in the Black/White method because once you transfer it to Black or White you cannot transfer it back. Use the Diamond/Pearl/Platinum method if you want a Magnezone (the evolved form of Magneton) in SoulSilver or HeartGold and add it to your pokedex. You could always trade for Magnezone. You encounter one in Jasmine's team when you fight the re-match.
In Pokemon Diamond and Pearl you need the National Pokedex to get Magnemite. In Pokemon Platinum you don't need the National Pokedex to get Magnemite.
