If I uninstalled Trend Micro but there are still many Trend Micro dll files in Documents and Settings is it safe to remove them?

You are pretty sure that those dlls belong to the Trend Micro which was already uninstalled then you can delete them. The best way to check, just move all those files in another folder, and if the operating system doesn't give any errors you can delete all those files for sure. It's recommended to restart the system after you clean your hard drive(s) from dlls.
