Because Limewire is a peer to peer server, meaning that their is no central thing that operates it somewhere, to stop limewire the police would have to go to every computer in the world that has limewire on it and manually delete it off of every computer. As long as two people have limewire and are sharing files with each other it will keep going.
Limewire is illegal and so are songs that are downloaded off the Internet so I suggest if you have dowloaded a song from the Internet, you should delete it but that's my opinion.

Limewire is but an example of a P2P (peer to peer) dowloading program. There are many others out there. You can also download music straight from websites so you don't even need an additional program for it, though they are generally better. For the experienced pirate, you also have bittorrent, though I would suggest you stick to limewire. It is one of the better P2P programs out there. You know it's illegal, right?
