Because in the Mickey Mouse world (usually) anthropomorphized animals fill the same role as normal humans (owning houses, wearing clothes, owning pets, etc.), so the normal real-world animal food chain doesn't apply to them. Even though they're different species, it'd be almost like cannibalism in that world. Only in some of the earliest Cartoons, back when Mickey could sometimes be a "normal mouse" would that have made sense. Nowadays, it'd just be reeeeally strange.

Fun Trivia: Walt Disney (who created Mickey) was originaly supposed to name Mickey Mouse "Mortimer", but because her wife didn't find the name any good, she suggested him to change it to "Mickey" instead.

There is no evidence to suggest that Mickey Mouse is mentally challenged. In many of his animated shorts, he shows intelligence and cunning, often tricking Pete. Mickey may speak simply to better connect with his target audience (young children).
