Tourism, what then is tourism? It is the practice of travelling for recreation.
So how is tourism helping the country? In my country, tourism is currently the fourth largest source of foreign exchange estimated as US 2.19 billion in 2011 with arrivals of 1.2 million. Contributing 5% to the country GDP. In 2015 it employed 393,000 people.
So if such a thing is place in a low place the country will not just lose such a money, but its projection in the world will run low.
