According to this website's BMI (body mass index) calculator: http://pediatrics.about.com/cs/usefultools/l/bl_bmi_calc.htm , this child would be at risk for being overweight. You should consult her pediatrician for advice on helping her develop healthy eating habits.
When I was a child, I started to gain weight at about this age. My pediatrician never said anything to my mother, most likely because he didn't want to be rude. I have struggled with my weight my whole life, and at age 30, I'm just now getting into a healthy weight range. We found out that I have never been able to process sugars properly (genetically inherited from my father's side) and if I had been helped at an earlier age, I might not have developed Diabetes. I would recommend not allowing any beverages with sugar, and limiting intake of sweets. Also, encourage at least an hour of outdoor play daily.
