No. The two circuits are not normally connected.

If one lamp in a parallel circuit burns out, the other lamps are unaffected because current still flows through them. Total current in the system is reduced by the loss of the burned out lamp, which will raise voltage ever so slightly. That will have the effect of brightening the other lamps, but that effect is inconsequential unless there is significant impedance in the source or in the path to the lamps.
Probably either a bad brake lamp switch, improper adjustment of the brake lamp switch or a bad turn signal switch. The brake lamp switch also contains the cruise disconnect switch, but often only the brake lamp portion will fail due to the higher current involved in running the brighter lamps. The switch develops resistance caused by carbon tracking on the contacts from the spark that's created whenever the switch changes states. Also, the brake lamp circuit runs through the turn signal switch. If the brake lamp contact in the switch goes bad, you can have a situation where the brake lamps won't light but the turn signals function properly.
The plural of lamp is lamps.
A. Legislation in many countries require vehicles to have brake lamps. B. Your foot is on the brake pedal. C. There is a fault in the circuit
if it isn't a fuse or lamp problem, check the brake lamp switch on the brake pedal, if you unplug the switch, and jumper the connection, and you have brake lamps, replace the switch...
Yes, the noun "lamp" is countable. You can have one lamp, two lamps, three lamps, etc.
Changing the lamps is pretty straight forward. There is a cover over the lamp assembly, remove it. Then, turn the tail lamp (with the connector) counter clockwise about 1/4 turn. Pull the assembly forward, then replace the lamp. Installation is the reverse of removal. Hope this helps.

Newer Chevrolet trucks and SUVs have what are called daytime running lights(drl). They come on when you start the vehicle and go out when the lights are turned on. They also go off when the parking assist brake is on. These lamps burn much more than other lamps and burn out more often. When replacing the bulb or lamp, be sure to put the electrical lubrication compound on the lamp connector. This will help extend the lamp life.
