If your operating system doesn't load at all it's possible some of your hardware have faults. Not enough information to determine what hardware might be causing the problem. If the user aren't know with hardware, deliver the PC to a technician.

I had the same problem.... Your System cannot process enough to get it setup right. You have a bad virus eating up your Startup causing your screen to flash and the computer to restart. Your debugging software cannot overpower your virus so you should take it to a compuer guy.... it will be around $80. The computer guy will patch up your computer making it 100% safe with no viruses.

You should scan your computer to check out if it gets any infection from threats. Make sure your security software is updated.
