If an out of state hospital doesn't accept you state Medicaid there is really nothing you can do, unfortunately. However, if you are in the emergency room then they must attend to you. Be aware that although by law hospitals are not allowed to turn away anyone without insurance for emergency help, there is no time obligation for how soon they must attend to you. It is very much a possibility that you'd be waiting for hours on end.
Absolutely nothing if you have Medicaid. But if you don't, it is an outpatient procedure, but you will have to be put under general anesthesia. So you will have the cost of the hospital, anesthesiologist, and the surgeon, etc. I believe without any insurance, it would cost from 5-7,000. Your insurance would cover some of it though, I had medicaid and it did not cost anything out of pocket for me.

You may need to check with the hospital system for their specific requirements, as each one is a little different. I know how hard it is. I'm like you, collecting UI benefits with an old car worth about $3000, but that's too much for getting Medicaid or anything else. Unfortunately, my county has no such plan, and I can't get Dallas' plan since I'm not a Dallas County resident so there is nothing for me. But some counties do have this option. However, if you are like me and live in a county without a plan like this... sorry to say, but there is really nothing in Texas to cover us.
