This is a tough one. It's even tougher when you work together. Maybe she likes that she can flirt with you at work, but is afraid of losing your friendship if it doesn't work out. I have been here, but it wasn't a coworker, but long time friend.
Women are thinkers. The majority of them anyway. She apparently likes you, if she keeps encouraging you. I told a guy "no" when he kept asking me out, for 8 months, before I finally agreed. I was afraid of losing his friendship of 7 years if it didn't turn out as I had hoped. I put him off, because I DID like him. I continued to flirt back and have a good time. If you are coworkers, there is more to be concerned with if it doesn't work out. She may be thinking of the pressure at work, if it goes awry.
