its earthing out(short circuiting) somewhere,so take the rear light cluster lens off to gain access to your brake light bulb and see if that's were the problem lies,if not your gonna have to shell out for an auto electrician to have a look at it!Im afraid if this is of no help,scrap the car and buy a better one!
check the brake pedal, there is a switch on the back of the pedal that depressed when the brake is depressed that turns the lights on, when this is loose it keeps the lights on.

The most common cause for your brake lights staying on is the switch in the foot brake pedal. If it comes loose or is broken. Check the brake pedal assembly, if it has come off it will be hanging about by it's wires or may just be loose. It's a normally closed switch which means it works the opposite way round to a normal switch. IE. ON when not operated and OFF when operated. The brake pedal normally sits against the switch which keeps the circuit open and hence the lights are off. When you press the brake pedal, the switch is released, circuit is closed and the brake lights come on.
check all brake bulbs a filiment may have shorted out
Believe it or not, I have had to disconnect the cig lighter in order for the tail lights to work. Sounds far fetched but it does work!
There are two or more faults at work here depending on the car. If your car has a relay that runs brake lights or Tail lights one or both could be bad. OR If your car has these items controlled by a body control module it could be bad or with this system the computer grounds the bulbs to make them work and damage to the wires anywhere in the car can cause this. OR You have a brake light switch that keeps the brake lights on all the time AND a bad ground in the system so the Brake lights ground through the tail lights. This kind of thing is more common on per 2000 model year vehicles.

I had this problem when I shut off the vehicle while the brake pedal was still depressed. I would recommend you start the vehicle up, turn on all lights, then shut back off and turn vehicle off without have foot on brake pedal. These vans havea feature which keeps the lights on for a short period after the vehicle has been shut down, but I think there is a fault in this feature when you turn off the vehicle with the brake pedal pressed, which causes the brake lights to stay on even though the vehicle is off
Check wiring from dash to rear,looking for damage.Have you fitted scuff plates or different fixing screws to these.Also check light switch as it may be your problem
