Well, did he ignore your phone call or ignoring you while you were standing right next to him? For the first one maybe he was out with friends and was busy having fun. Or maybe he was at work or with family and was too busy. For the second one it depends, if there were other people around he might have not heard you or was to busy to respond at the time. If you were alone he is just being a jerk. But seing how he is calling now probably means that he really wants to be with you.
