Take this relationship VERY slowly! He seems to be confused or, he may be afraid of commitment. It is obvious he is attracted to you and sometimes being best friends first can end up becoming a very successful love relationship. No sex! Friends don't have sex, so if he feels sex should enter into it don't give him the 'full Monty' until he admits he loves you and commits.
