Not often! rather it can be the that they missed the apt time to respond or they might not know the answer well or they may be engaged finding a proper answer. At times we may consider the option getting evaded too. But thinking the positive path, either of the first set could be the answer for you as this is a kind of a vague questin that can't be answered specifically! Answers may vary form person to person, situation to situation!............ cheez!
