I have a tax file with H R Block from last year all i have to do is pay for it to be filed when I do that will I be able to get this years taxes refunded by cash back

You should have had your refund check by now. Go to www.irs.gov and click on Where's My Refund, on the left. Have your return handy, as you will need information from it.
If the Chapter 13 Bankruptcy is still active you probably will need to turn over this to the Chapter 13 Trustee. At the least you need to ask the Trustee about the refund amount and if it must be submitted or not.
