Absolutely. Of course, each state/country has it's own laws so check those in your state to be sure. However, even if they don't (and i doubt this to be true) you shouldn't let a toddler be exposed to marijuana. I smoke pot myself and I'm all for it, but doing that would be a huge lack of responsibility and I'd have to say that if you think it's okay, i hope you (or whom ever else) do lose your (or their) child.
