If a virus in a USB is turning the files into new ones that can't be opened or deleted and you have Norton 360 is it safe to plug it in a computer to save some files and format the USB?

It is risky to do so. Even with Norton 360 you would be taking a chance on infecting your computer. The best thing to do is boot your computer into safe mode, and format the USB from there.

In my opinion yes, but only if the computer has a strong enough antivirus program running for security. I did this knowing that my antivirus can handle this situation.

After you've deleted the partion the space which was using by the deleted partition is unavailable for OS, it's called "unlocated space". To fix it you have to format "unlocated space".
