If a website is illegal why is it allowed on the worldwide web?

Good question. Illegal sites are not really allowed on the internet, and when the Authorities are notfied of an illegal site it will be shut down. And if it is possible to catch the people behind the site, they will be prosecuted.

Illegal sites are easy to set up as there is no way of checking what new web sites are going to be getting up to before they go live. It's not like opening a shop, where the owner has to satisfy fire regulations and other official rules that prevent, for example, and adult store opening near a school.

Once an illegal site is shut down, the next problem is that it's a piece of cake to start up again under a different name. As the Internet is a global network it is very difficult to catch the people behind the sites.

And finally, what is illegal in one country might not be illegal in all countries. As the site will probably be based on a server in a country where it is legal, the web site cannot be shut down.
