It could be a number of things...such as...idle set to low, poor carb set up, low fuel pressure from pump and yes..a plugged fuel filter...start with the filter first and then move to the larger more expensive components.
Maybe need tune up
Could be EGR valve sticking open or dirty at an idling condition or hesitates when accelerating.
Check the screws and rubber gasket on your fuel pump.It is often caused by air penetration on your fuel line.

I have had the same issue in my 92 gt and i replaced the fuel filter, vacume lines,and changed the tranny fluid and problem was gone due to one of the three changes
