It could be, or a conductor [wire] that carries electrical current to the headlight could be cut or disconnected, or the headlight contacts in the lighting switch could be corroded or damaged from overheating.
Yes, I would start with the fuse.

If both headlights went out at the same time it could be a blown fuse or a failed headlight relay.
Don't drive at night. Seriously, check the fuses. Headlights usually have their own dedicated fuse that is not on the fuse panel, but instead is usually under the hood inline in the wires running to the lights. Check the owners manual for specific details for your car. It's also possible that both bulbs are burnt out, but that would be unlikely if they both went out at the same time.

Ihave the same problem. There is a fuse for both tailights.
If both day runners went out, I would check the relay and fuses in the main fuse box under the hood.
