Yes you are able to as your allowed to from the age of 16. However if you do want to move out you have to make sure you are prepared and know the factors .i.e do you have enough money to rent a flat, how are you going to get an income?, will you study or work?, so it's best to think about it before making such a huge step in your life. I'm 17 myself so i know how hard it is getting a job and i would not move out until i have a good financial position.
